Or maybe JP Ricciardi is the bipolar one - running his gums about being aggressive in the draft, then contemplating throwing away a first round pick for an aging stopgap solution at shortstop.

It's very confusing Ack. After all this offseason talk, Blue Jays fans had fully prepare themselves to not expect any big free agent signings. And now this talk of Cabrera? Very bipolar, indeed.
Yeah dude, I mean, if this special request "sign and trade" deal I'm reading about is a possibility to avoid giving up the pick, that's one thing.
Plus, last I read, Cabrera wouldn't bite on the A's $5M offer, which is about $2.5M more than I'd be happy to see the Jays dole out.

At what point do the Jays not have to give up a draft pick to sign Cabrera?
Is it possible that they wait until the start of the season to sign him and not sacrifice any draft picks? At that point is it really a bad signing, assuming there is a reasonable deal agreed upon?

First, I think Blair is reaching. His reasoning for this rumour, at least according to his twitter, was that Rolen was put in two games early on in ST to try and show him off. But a bunch of guys played two quick games (Rios being one) and Rolen himself pushed up his first start so he could spend time with family later on.
Second, I like the idea of using our deep bullpen to improve somewhere else as long as we get someone back who is under contract for 2010. So, if we trade Rolen (Ugh. I know. I'm with Lloyd with thinking that watching Rolen is an actual treat) we can get an improvement at short as well as maybe an improvement somewhere else or a replacement 3B.
You're telling me we couldn't find someone interested in a Rolen/League/Campbell package?
But honestly, I don't think Rolen is going anywhere unless Blair got his info from a night out drinking with some Jays' staff and can't write about it...
If the Jays sign Cabrera after the draft, they don't have to give up a draft pick.
